The Union Cabinet’s ₹1,500-Crore Battery Waste Recycling Scheme: A Transformative Step Towards a Circular Economy

By Shashi Shekhar Shahi, Founder & CEO, Foxx Compliance Services Pvt. Ltd. (FCSPL)

The Union Cabinet’s recent approval of a ₹1,500-crore scheme to promote the recycling of battery waste marks a historic moment for India’s sustainability journey. This initiative is not just about managing waste—it is about securing critical minerals, strengthening supply chains, and reducing our dependence on imports, particularly in the context of India’s growing clean energy and electric mobility ecosystem.

Why This Move is Timely

India is rapidly expanding its renewable energy capacity and electric vehicle (EV) adoption. Both sectors are heavily dependent on batteries, which in turn require critical minerals such as lithium, cobalt, nickel, and manganese. Currently, India imports almost all of these minerals, leaving our industries vulnerable to supply chain disruptions and fluctuating global prices.

At the same time, used batteries—from EVs, electronics, and other applications—are piling up as waste. These end-of-life batteries are often discarded irresponsibly, posing significant environmental and health risks due to toxic chemicals and heavy metals.

By incentivizing recycling at scale, the government has created an opportunity to turn this challenge into a resource, ensuring that valuable minerals are recovered and reintroduced into the manufacturing cycle.

Benefits of the Scheme

  1. Strategic Resource Security: Recycling batteries will help India build a domestic reserve of critical minerals, reducing reliance on imports.
  2. Boost to Circular Economy: The scheme will encourage industries to move towards closed-loop systems, where waste becomes a raw material.
  3. Environmental Protection: Proper battery recycling prevents soil and water contamination from hazardous waste.
  4. Employment & Innovation: The scheme will create opportunities for green jobs and foster innovation in recycling technologies.
  5. Support to the EV Ecosystem: With EV adoption rising, sustainable battery management will be a backbone of the mobility transition.

The Role of Authorized Recyclers

As an authorized e-waste recycler, Foxx Compliance Services Pvt. Ltd. (FCSPL) strongly supports this government initiative. For years, we have advocated for responsible collection, recycling, and disposal of electronic and battery waste.

However, policy support alone will not suffice. To make this scheme a success, we need:

  • Stronger Extended Producer Responsibility (EPR) compliance from manufacturers.
  • Robust collection infrastructure across urban and rural areas.
  • Awareness campaigns to educate consumers about safe disposal.
  • Public-private partnerships to scale recycling operations with transparency and traceability.

Looking Ahead

This scheme is a win-win for the economy and the environment. By extracting critical minerals from waste, India can accelerate its Atmanirbhar Bharat (self-reliant India) vision, reduce import dependence, and take a leadership role in global sustainability.

At Foxx Compliance Services, we see this as an opportunity to collaborate with industry, government, and society at large. Together, we can build a future where every used battery is not seen as waste, but as a resource waiting to be recovered.
